About Us - Principal & Facilitator

Christine Gibbs Springer  - Dr. Springer was appointed on September 1 of last year to be Director of the Executive Masters Degree in Emergency and Crisis Management at UNLV. She is also Founder and  Principal of Red Tape Limited  a strategic management and communications firm incorporated in 1986 with offices in Nevada and Arizona.  Dr. Springer has spent most of her adult life specializing in turning around organizationscapacity building  and intergovernmental collaboration. She was named one of the 100 Most Intriguing People in the World by the American Biographical Institute and International Who’s Who (2003) and Nevada Business Leader of the Year at 2004 Congressional Tax Summit based upon her “contributions to Society and the expectation that she will continue to contribute as a role model, activist and achiever.” She grew up in Las Vegas and graduated from Western High school, returning to Las Vegas 7 years ago to be closer to her mother.

In addition to serving as Director of ECEM at UNLV and teaching in the graduate school of public administration there, Christine teaches in the interdisciplinary graduate program of Ethics (EPS).  She has served as Associate Professor at Arizona State University in the College of Public Programs where she co-founded the Nonprofit Management Center degree program. In these positions as in her consulting practice, Christine cuts red tape within and between organizations and builds team and teamwork. 

A recognized expert in facilitation, marketing, communications and management processes, she has authored 10 books and numerous articles on those subjects. Her book on leadership and ethics and government will be published by M.E. Sharpe in September, 2007. Christine is recognized as a top woman business-owner (1995-1999); Who’s Who in America (2001-2003); Who’s Who in Professional Business Women (2001-2003); Who’s Who – Great Minds of the 21st Century 2002, International Who’s Who of Professional & Business Women (since 2000).  She has been elected to membership in the National Academy of Public Administration (1997) - a Congressional think tank founded in 1967- and - the American College of Healthcare Executives , an international association founded in 1933 of healthcare executives throughout the world dedicated to quality processes.  Arizona’s Governor appointed her to serve on Arizona’s Health Facilities Board in 1999 largely in recognition of her role in developing Baldridge Standards for healthcare organizations.  Dr. Springer has developed strategic management, ActionPlanning©, teambuilding and conflict resolution methodologies for organizations over the past fifteen years. Among the Boards that she currently serves on is The Self-Employment Loan Fund, an organization that funds new enterprises, The Philharmonic Guild (President) , The Las Vegas Natural History Museum Advisory Board and the American Diabetes Board, The Southern Nevada Chapter of ASPA. She has served as President of the American Society of Public Administration, as a Baldridge Award Examiner, as a State Quality Examiner and as President of a Chamber of Commerce .  She is a member of the Institute of Management Consultants, NAWBO, AFP, EAPA, the American Society for Training and Development and the Society for Human Resource Management. She is an online and published columnist for numerous professional societies,  a contributor to magazines and journals like Public Management, and Associate Editor of Public Administration Review. Christine is a graduate of  the University of Arizona (BA), the Arizona State University (MPA) and Indiana University (Ph.D). Her work experience includes serving as Manager of Government And Community Affairs (15 years) at the Salt River Project - the third largest public utility in the country .... Manager - Economic Development Planning in an Arizona Governor’s Office......and as Treasurer of Investors United Life Insurance Company . She has had post-graduate training in residential care for the Elderly (RCFE), Balanced Scorecard Assessment, and Alternative Dispute Resolution.
